Figures reflect only those programs which completed the survey. Of the 166 SEPs contacted, 118 (71%) completed the survey. Because the operation of individual syringe exchange programs may not necessarily be authorized, it is difficult to account for an exact number of syringe exchange programs operation across the country; therefore, the list may not be comprehensive.
