54 ADAPs reported data. American Samoa, Federated States of Micronesia, Marshall Islands, and Northern Mariana Islands did not report FY 2008 data, but their federal ADAP earmark and supplemental awards were known and incorporated: American Samoa ($1,978), Federated States of Micronesia ($4,934), Marshall Islands ($2,893), Northern Mariana Islands ($3,958). The total FY 2008 budget includes federal, state, and drug rebate dollars. Cost recovery funds, with the exception of drug rebate dollars, are not included in the total budget.

Definitions: 

ADAP: AIDS Drug Assistance Program.
ADAP Earmark: The ADAP earmark refers to the federal appropriation within Part B of the Ryan White Program that is specifically designated for ADAPs. Fifty-eight ADAPs received federal ADAP earmark funding based on a formula.
ADAP Supplemental: Five percent of the federal ADAP earmark is set aside for ADAP supplemental grants to states with severe need. In FY 2008, 16 state ADAPs received supplemental awards.
Part B Base Funds: States can also choose to contribute Part B base funds to ADAPs. In FY 2008, 21 states contributed Part B base funds to their ADAPs.
State General Revenue Funds: States may provide state general revenue support to ADAPs. In FY 2008, 34 states provided state funding to their ADAPs.
Part A Funds: Jurisdictions that receive federal funding through Part A of the Ryan White Program may choose to contribute Part A funds to ADAPs. In FY 2008, 7 states ADAPs received funds from this source.
