Definitions: 

HIV Prevention Cooperative Agreements: CDC funds HIV prevention cooperative agreements with the fifty states, directly funded cities, the District of Columbia and territories. These programs must include the following components: HIV prevention community planning, HIV prevention activities, quality assurance, evaluation of major program activities, interventions, and services, HIV prevention capacity building activities, collaboration and coordination with other related programs, laboratory support, and HIV/AIDS epidemiologic and behavioral surveillance.
HIV/AIDS Surveillance Cooperative Agreements: CDC funds cooperative agreements with state and local health departments to conduct HIV/AIDS surveillance, serosurveillance, incidence, behavioral, and prevalence studies. These activities provide data that are critical to targeting the delivery of HIV prevention, care, and treatment.
Community-Based Organization (CBO) and Capacity Building Assistance (CBA) Providers: CDC awards HIV prevention funding to community based agencies through a national competitive process. The programs include: capacity building, technical assistance, community coalition development, HIV prevention to vulnerable populations, HIV and STD prevention, gay men of color, HIV prevention for HIV positive gay men, community-based HIV prevention, and faith-based initiatives. Recipients of capacity building assistance cooperative agreements are sometimes, but not always, community-based organizations. Eligible applicants for CBA funding include public and private nonprofit organizations including national or regional organizations, universities, colleges, faith-based organizations, federally recognized Indian tribal governments, and Indian tribal organizations.
Division of Adolescent and School Health (DASH): CDCs Division of Adolescent and School Health (DASH) funds state, local and territorial education agencies efforts to support the development and implementation of effective HIV prevention and health education for school-aged youth.
Miscellaneous Funding: CDC awards miscellaneous grants for a variety of programs. Activities funded are: public health conferences, epidemiological research, intervention and other types of research, performance evaluations, and center openings.
Expanded HIV Testing in African American Communities: CDC awards grants to 18 states and five cities for testing, including rapid testing, in clinical settings such as emergency rooms, community health centers, and STD and tuberculosis clinics. The funds can also be used to support partner services, linkage to medical care and prevention services, community-based HIV testing, social marketing and public-private partnerships in support of testing initiatives.

Federal Fiscal Year: Unless otherwise noted, years proceeded by "FY" on statehealthfacts.org refer to the Federal Fiscal Year, which runs from October 1 through September 30. For example, FY 2009 refers to the period from October 1, 2008 through September 30, 2009.
