The Medicare Prescription Drug Improvement and Modernization Act (MMA) was signed into law December 8, 2003 and added prescription drug coverage to Medicare (Medicare Part D), beginning on January 1, 2006. The MMA will allow State Pharmaceutical Assistance Programs (SPAPs) to coordinate with Part D plans to provide financial assistance for "the purchase or provision of supplemental prescription drug coverage or benefits on behalf of Part D eligible individuals." To be considered "qualified" CMS requires the SPAP to meet the following requirements: the SPAP provides financial assistance for the purchase or provision of supplemental prescription drug coverage or benefits on behalf of Part D eligible individuals; provides assistance to such individuals in all available Part D programs; coordinates coverage with the Part D program; will not change the primary payer status of a Part D plan; provides supplemental drug coverage to individuals based financial need, age, or medical condition, and not based on current or former employment status; and does not receive Federal funding.

Definitions: 

State Pharmaceutical Assistance Programs (SPAPs): State-funded programs that provide low-income and medically needy senior citizens and individuals with disabilities financial assistance for prescription drugs.
MMA: The Medicare Prescription Drug Improvement and Modernization Act (See Notes)
