The Medicare Prescription Drug, Improvement, and Modernization Act of 2003 (MMA) added prescription drug coverage to Medicare (Medicare Part D), beginning on January 1, 2006. People on Medicare can obtain the Medicare drug benefit through two types of private plans: a stand-alone prescription drug plan (PDP) for beneficiaries in the traditional fee-for-service program or a Medicare Advantage (MA) plan, such as an HMO or PPO.

Medicare Part D Eligible: Totals include all Medicare beneficiaries.
Stand-Alone PDP: Medicare plans that cover only prescription drugs. 17.5 million total beneficiaries.
Medicare Advantage Drug Plans (MA-PDs): Totals (9 million beneficiaries) include enrollees in Local CCPs, PFFS plans, Employer Direct PFFS plans, MSAs, Regional PPOs, and other health plan types with prescription drug coverage (Demo; Cost; PACE; Chronic Care).
Other Prescription Drug Coverage: Totals include Medicare beneficiaries with drug coverage through FEHB, TRICARE, VA and active workers.
FEHB: The Federal Employees Health Benefits program provides health insurance coverage to federal employees, retirees and their dependents.
TRICARE: A federal health care program for active duty and retired uniformed services members and their families.
Beneficiaries with Known Creditable Drug Coverage: Totals (38.7 million beneficiaries) exclude approximately 2.0 million beneficiaries with the following sources of drug coverage because these data are currently not available at the state level: other retiree coverage not enrolled in RDS (1.5 million); Medigap and other individual insurance (.2 million); State Pharmaceutical Insurance Programs (.02 million), Indian Health Service Coverage (.03 million); other sources (.30 million includes FEHB spouses and dependents).
