Definitions: 

A rate is a measure of an event, disease, or condition in relation to a unit of population, along with some specification of time. It is used as a method for standardizing and comparing the impact of the event, disease, or condition across different populations. The AIDS case rate is calculated by dividing the number of AIDS cases reported during the 12 months of the most recent year for which data are available by the population in that same year, multiplied by 100,000.
