Smoking bar means an establishment that occupies exclusively an enclosed indoor space and that primarily is engaged in the retail sale of tobacco products for consumption by consumers on the premises; derives revenue from the sale of food, alcohol and other beverages that is incidental to the sale of the tobacco products; and prohibits entry to persons under 18 years of age.
  2.
