U.S. totals include data from the United States (50 states and the District of Columbia), and from U.S. dependencies, possessions, and independent nations in free association with the United States. Totals include Part B funding for American Samoa ($51,978), F. States of Micronesia ($54,934), Marshall Islands ($52,893), N. Mariana Islands ($53,958), and the Republic of Palau ($50,000). States with no direct AIDS Education and Training Center (AETC) funding are covered by an AETC local performance site.

The federal government awards Part A funds to Eligible Metropolitan Areas (EMAs) and Transitional Grant Areas (TGAs), not states, and some states have more than one EMA or TGA. In the table above, Part A funds awarded to EMAs and TGAs are attributed to the state in which they are located. In some cases, EMAs or TGAs may cross-state lines and Part A awards are provided to the Chief Elected Official (CEO) in the city or county of the EMA or TGA that provides services to the greatest number of people living with AIDS. The table above attributes these funds to the state in which the city or county EMA or TGA award recipient is located, but it is important to note that some of these funds may be used for people with HIV/AIDS living in other states within the EMA or TGA.
As of FY2007, the components of the Ryan White Program or “Titles” are known as “Parts”.

Definitions: 

Ryan White Program: "Title XXVI of the PHS Act as amended by the Ryan White HIV/AIDS Treatment Modernization Act of 2006" or "Ryan White Program" was first enacted in 1990 and provides funding to cities, states and other public or private nonprofit entities to develop, organize, coordinate and operate systems for the delivery of health care and support services to medically underserved individuals and families affected by HIV disease. The Ryan White Program was reauthorized for the third time in December 2006.
Part A: Provides emergency assistance to eligible metropolitan areas (EMAs) and transitional grant areas (TGAs) most severely affected by the HIV/AIDS epidemic. Federal funding is awarded on a formula and supplemental basis to EMAs and TGAs. In FY2007, there were 22 EMAs in 15 states, Puerto Rico, and the District of Columbia and 34 TGAs in 19 states and Puerto Rico. Part A funds may be used to provide a wide range of services including outpatient medical and dental care and case management.
Part B: Provides grants to all 50 states, the District of Columbia, Puerto Rico, Guam, the U.S. Virgin Islands, and to eligible U.S. Pacific Territories and Associated Jurisdictions to provide health care and support services for people living with HIV/AIDS. Part B funds may be used for a variety of services including home and community based services, continuation of health insurance coverage, and direct health and support services. Part B also funds the AIDS Drug Assistance Program (ADAP).
Part C: Provides funding to community health providers for primary care and early intervention.
Part D: Supports the development and operation of primary care systems and social services for women, infants, children and youth, and the linking of these care systems with HIV research and clinical trials. Services include primary and specialty medical care, psychosocial services, and outreach and prevention services.
AIDS Education and Training Centers (AETCs): Trains health care providers to treat people living with HIV/AIDS through a network of regional centers and associated sites.
Special Projects of National Significance (SPNS): Support innovative demonstration projects that test and respond to the challenge of HIV/AIDS service provision to underserved and vulnerable populations.
Dental Reimbursement Program: Assists accredited dental schools, post-doctoral dental programs, and dental hygiene education programs with uncompensated costs incurred in providing oral health treatment to patients with HIV infection.
Community-Based Dental Partnership Program: Provides funding for oral health service delivery and provider training to groups working to increase access to oral health care for underserved regions.

Federal Fiscal Year: Unless otherwise noted, years proceeded by "FY" on statehealthfacts.org refer to the Federal Fiscal Year, which runs from October 1 through September 30. For example, FY 2009 refers to the period from October 1, 2008 through September 30, 2009.
